That's not that unreasonable... they're working in the state, they should pay income tax for the work they do while in the state.
Many (but not all) states have tax credit arangements with other states so you wouldn't pay full tax on all income to your state of residence as well as the taxes owed to the states you worked in.
I suspect it's a bit like the security field. Some are useful and bring value. Some are hired so when something goes wrong there's a person to blame and a head to axe.
I think it depends entirely on the leadership team and company culture. I work for a company with unlimited PTO and it works well. They encourage people to take it and managers keep an eye on it to make sure you are taking it. Everyone I've worked with takes time without really worrying about it. Some people have even taken sabbaticals for 2-3 months (you have to be around a bit before you do that). Having said that, it does seem ripe for abuse with the wrong company. Also, I would rather take time than bank it for a payout.
Is it possible she's doing it for her own sake? It might be that dressing up like that makes her feel better about herself. She might feel more confident and sexy when dressed up. I know I feel good with a shave, haircut, and a sharp outfit.
One issue with immutable data stores for businesses is compliance with things like GDPR. You need some mechanism for scrubbing data and its version history effectively making it non-immutable.

Yes, they just won't run. Many sunny places don't have plows and such to handle snow. If it happens to snow, the entire place grinds to a halt. Even if the cars can handle the bad weather, the drivers are so unaccustomed to it that they're terrible on the road to the point of being very unsafe.
