Yeah, 1bil sound like a lot but it's about 0.2% of just their annual revenue. I don't think they're too worried tbh. Barely even a slap on the wrist.

Apparently it's on top of another 4.5bil fine [0] so if it all comes down at once, it might actually have a slight impact. Their revenue is just over 400bil/yr [1] so that docks them a bit over 1%. Doubt it has a ton of impact tbh, but they might feel it.
