Unless he has an actual plan for effective global enforcement of his proposed policy, this is all just posturing at best, and a transfer of power to adversarial foreign states (that have no such moral qualms and worries around superintelligent AI) at worst.
Unless this ban actually resembles something like global nuclear non-proliferation treaties, it would make absolutely no sense for us to cripple ourselves when someone like China continues full speed ahead.
I don't know what the solution is, but what I do know is almost nothing good will come out of _just_ the US pausing.
For most people around the world America is more of a threat than China. Heck for most Americans the American government is more of a threat than the Chinese government.
Model serving and inference will be trivial in the long term, right now it's a real choke point. Being able to do that with domestic chips is an important win.

This is eerily similar to how a few people at work did some presentations about ralph loop and connecting agents to slack right when management was really pushing unrealistic AI productivity boosts. I was repeatedly asked to speed things up with AI while I was already heavily using AI to do work.
