Yes, it's antipathy to foreigners in and of themselves. It's antipathy based on the mere fact that someone is a foreigner by stereotyping them based on nationality. Antipathy based on actual cultural differences.

I think that no one should be persecuted[0]. Persecution is unfair harassment/injury/punishment. Perhaps you meant prosecuted[1] instead?
